An eligible candidate for WIN is someone who:

• Has been referred by one of the five agencies in the WIN partnership: Alternatives, Community Outreach Services (TEGH), Homeward, Prevocational Services (TEGH), Toronto East Counselling and Support Service
• Wants to find and keep paid employment
